The bootleg is a modified Windows Vista ISO whose purpose is to be a live CD and a lite ISO, therefore it comes with a PE. It comes with many useful utilities, graphical and command-line included.
The bootleg is partially in Russian because you can find Russian writing in a few places, such as in the Programs list there is romanized Russian for the word "Разное" (Raznoe), and in a few of the bundled programs
