The bootleg is a stripped down Windows Vista RTM ISOPE whosedistribution, purposewhich is to be both a live CD and a lite distribution, therefore it comes with a PE. It comes with many useful utilities, graphical and command-line included.
 
The ISO was made using VistaPE (based on WinBuilder).
