He finalizes them with UltraISO. He has released many of his bootlegs to the h33t.to torrent tracker (the archive is not complete, it only goes to May 1, 2015), along with various programs including silent installers and stock Windows builds. He also released other people's mods as well (you can tell it is if they have a file extension on them).
